This report aims to inform global, regional and national efforts to improve work towards universal access from a civil society perspective. It assesses how civil society groups are involved in setting and reviewing national targets, particularly the involvement of those most affected by the epidemic including people living with HIV (PLHIV), injecting drug users (IDU), men who have sex with men (MSM), sex workers (SW), prisoners, and migrants.
