The main rationales given for travel restrictions are the protection of public health and the avoidance of an excessive demand on health care and social services. This document describes such restrictions and their impact, reviewing international law and human rights principles and discussing humanitarian and ethical concerns. It concludes that HIV/AIDS-related travel restrictions have no public health justification and that blanket exclusion on economic grounds is an overly broad mechanism.
